Issue description
Arx Libertatis adds menu items and error messages with new text strings but we currently have no way to localize those.

AL should ship it's own localisation files. Eventually, these should contain all strings used in the menu (ie, everything engine-related rather than game-specific) - we cannot base these files on the translations shipped with AF, but we can base them on the string IDs referenced in the GPLed source code.

The format for these translation files should be supported by common translation tools, or there should be a script to convert them to/from common translation file formats.

We should also be able to process these localisation files at build-time to provide translated .desktop files, etc.

This feature request is about adding the framework for loading such files - the actual translation strings can be added afterwards.

Arx Libertatis 1.2 has menu translations.
