Issue description
For example Bless gives different stats depending on caster level (caster level is something like (mind + casting skill)/10 if i remember right). But whatever caster level you have is used at the moment the spell is queued, not when it is cast.

You can queue bless at 25mind/100casting~, throw on enough heavy armor to be at -25 casting, and still gain 10+ stats during that bless you unleash later by pressing 1 while wearing heavy armor. By comparison, manually casting bless in that same heavy armor with same stats/skills gives approximately 1 stat.

This is especially confusing while trying to enchant (moreso with mods that add enchants) and getting different outcomes based on whether a spell was queued earlier or manually drawn.

While this is probably parity with vanilla, and may enable some silly gameplay (queueing 100cast incinerate then swapping to heavy armor) I think it should be changed because when it works against the player it's just confusing and difficult to understand/notice what happened, and when working for the player it's easily considered an exploit/cheaty.
Steps to reproduce this issue
Equip high casting rating gear. Queue spell like bless. Equip huge penalty to casting gear. Unleash spell and see it's identical to if you hadn't changed gear.

Or do the opposite: penalty-gear, queue, bonus-gear, unleash a useless spell while at 100 casting.

Addendum: This also potentially (depending on your base numbers) lets you cast bless at one or more higher level caster values by queuing it during an existing bless, assuming having bless on boosts you high enough for the next caster level. Bless->queue->cancel->unleash better bless; possibly repeat
