Issue description
The earthquake camera shake uses a different random camera rotation offset for each frame, which looks very different at 30 FPS and 144 FPS. We should instead only choose a new random position every 15ms or so and smoothly turn towards that position instead.

There is a save file before the first quake in Bug report 963 - The first earthquake does not trigger in the mine after goblin prison.
