Issue description
With uncapped framerates the symbols drawn when clicking on runes in the book have a much fatter white center while they have a smoother falloff with vsync enabled.

Additionally, the flares are a bit large for the size of the overall symbol - I wonder if it's supposed to be this way. In 1.1.2 the flare size was resolution dependent so we could get away with choosing a smaller size.

Should the flare creation rate be limited to 60fps, then? The size could be scaled according to the ratio between minSizeRatio() and (640/480).
